Description:

This project is a old service station which has been converted to a cigar bar and retail sales in the center of historic district. The interior of the building (1225 SF) is about 50% retail and 50% lounge and bar area and houses the unisex restroom facility. There will be exterior open air seatingand service area on the ground level with ADA access as well access to the only restroom. The rooftop deck (425 SF) allows for open air seating but offers no services.

The scope of work is the conversion of an existing office building situated in the main historical section of Plant City to a cigar bar and retail sales with a rooftop open smoking area and outside ground level smoking areas. Construction costs of $240,000 exclude the actual costs related to the deck as detailed.

We were ready to final inspections when we were advised that we needed the roof top deck to be ADA compliant with a chair lift. The roof deck is 17+ feet which exceeds to ADA limit of 14+ for a chair lift. To meet that condition - an elevator would be required. The additional cost of an exterior elevator would double the cost of the rooftop deck area. However we are considered by local historical department to be in the historical district and during construction requested and obtained approval for the current exterior improvements. Given the project size and design - there is no place to feasibly install an exterior elevator to gain access to the roof top deck.

Roof top deck is 206" from ground floor level. When when we researched the chair lifts we found out that ADA travel requirement for chair lift is 168". We cannot meet that distance.
Space for an exterior elevator is not available except on the front of the building and then additional construction to get to the roof top would be necessary and the roof parapet wall is not inline with the current face of the building. Cost of exterior elevator is very close to the cost of complete deck area.
