Project and Facility Type:

4. Please check one of the following:

5. Type of facility. Please describe the building (square footage, number of floors). Define the use of the building (i.e., restaurant, office, retail, recreation, hotel/motel, etc.)

Description:
Basement - 4,581 sf
Level 1 - 4,300 sf
Level 2 - 4,300 sf
Level 3/Attic - 1,966 sf

Basement will be a future restaurant and levels 1-3 will be a single tenant business occupancy. We are proposing an ada lift to provide access to the basement level and level 1, one floor of each tenant occupancy.

Construction Cost:

6. Project Construction Cost (Provide cost for new construction, the addition, or the alteration):

Summary:
See attached Budget Proposals.
concept 01 - we priced the addition of an elevator that would get access to basement, levels, 1, and 2, in addition to providing a ramp to get to level 1 as it is not on grade. Attic access was not structurally feasible due to the smaller footprint. Estimated cost of construction for the elevator and ramp was $313,022.91.
concept 02 pricing - for an ada lift in lieu of the elevator/ramp combination would range between $69,264 - $88,540.23+. Per the attached proposals.

*Briefly explain why the request has now been referred to the Commission.
We are seeking a vertical accessibility waiver to provide ada access to the basement level and level 1, providing access to a single floor of each tenant occupancy type. We evaluated the installation of an internal elevator and it was determined and supported by SHPO that it would be detrimental to the the historic character and fabric of the building and is structural infeasible to reach the attic level. Therefore we are proposing accessibility modifications to the restrooms and providing lift access to the basement and first floor. We are requesting the waiver approval for permit application support on vertical accessibility requirements.

Requirements to be Waived.

9. Requirements requested to be waived. Please reference the applicable section of Florida law. Only Florida-specific accessibility requirements may be waived.

Issue 1: Florida-specific hotel/motel rooms Minimum height in parking structures Accessible parking
Vertical accessibility Toilet rooms
Private Other
Florida Accessibility Code - Section 201.1.1 Vertical Accessibility
The Building has the following accessibility deficiencies:
1. Neither the primary entry on the east façade or the secondary entry on the south façade are ada compliant. There is an approximately 5'-0" height differential between the grade plane and the entry doors. (See Photos 1 through 4)
2. The building does not have an elevator.
3. Interior stairs from levels 1 to the attic are historically decorative and do not provide appropriate clearances for a chair lift. (see Photos 5-8)
4. While there are restrooms on all 4 floors, none of the restrooms are ada compliant (see Photos 9-16)

Issue 2: Florida-specific hotel/motel rooms Minimum height in parking structures Accessible parking
Vertical accessibility Toilet rooms
Private Other Need Additional Space
Issue 3: Florida-specific hotel/motel rooms Minimum height in parking structures Accessible parking

Grounds for waiver.

10. Grounds for Waiver: The Florida Building Commission may grant waivers of Florida-specific accessibility requirements upon a determination of unnecessary, unreasonable or extreme hardship. Please describe how this project meets the following hardship criteria. Explain all that would apply for consideration of granting the waiver.
