The proposed building is the only building at Kellogg Park. On the 1st floor the building will include an exhibit room, storage space, and gallery area. There are Male/Female restrooms located on the 1st floor which are able to be accessed from both inside the building or through exterior doors. The 2nd floor footprint is limited to a 100 SF observation deck area with no additional infrastructure or amenities.

Summary:
The project has been awarded to H&T Contractors, LLC. The project cost included a spiral staircase from gallery to the observation deck area. The project cost did include a spiral staircase to the observation area which has since been removed from the attached architectural plans to achieve compliance with the Florida Building Code. The project cost did not include a lift or elevator to transport building users to the observation area.
Comments:
A pre-construction meeting was held with the awarded contractor on June 11, 2025. A subsequent pre-construction meeting was held with the awarded contractor on January 23, 2026. The County issued a Notice to Proceed on November 25, 2025 stating that no work shall begin earlier than December 1, 2026.

The original building plans for the Kellogg Nature Center included a staircase leading to a 2nd level 100 sq. observation space, which did not comply with 2023 Florida Building Code, Accessibility, Eighth Edition, Section: 206.2.3 Multi-Story Buildings and Facilities.

NOTE:**
The proposed project includes a small second floor observation area measuring 100 SF. This space is intended for passive viewing, allowing users to look outward over the parking/nature area. The observation space does not contain any primary program elements, functional rooms, or operational functions of the building.
All primary building functions, including fully ADA compliant restrooms, are located on the first floor, which is fully ADA accessible. Cameras will be mounted to the upper exterior of the building with multiple livestream screens located on the interior 1st floor of the facility to provide all users an opportunity experience the 2nd level views.
Providing vertical access to this small and non-essential upper-level space would require installation of a lift whose cost represents a disproportionate financial burden on the project. The cost to provide ADA accessibility to the observations area is approximately 30% of the overall building cost.
The total estimated cost for providing a lift unit is $121,243.
