Description: The project consists of an elevated press box serving a new ADA compliant high school grandstand, and contains 492 GSF of area. The project replaces the non-compliant grandstand with a new grandstand providing two ADA ramps and a full length circulation aisle leading to 20 ADA and 20 companion spaces. The new press box will replace the existing, outdated press box and maintains a critical pedestrian route below it which connects the baseball facilities.

We were informed by the City of Tampa Construction Services Division that a waiver is required from the FBC + AAC, for exemption of vertical accessibility requirements to a press box which is less than 500 GSF, is greater than 12' above grade, and has bleachers with only one level of entry. Unfortunately, adding an elevator tower will block the only route available between the baseball facilities building and the batting cages and facilities, which is a critical component of the baseball program and no alternative route is possible. Our construction documents are approximately 70% complete. Please see additional docs.

NOTE:**
1. SITE CONFLICT: The Florida-specific ADA requirement that vertical accessibility be provided for Press Box facilities less than 500 GSF in area, is not possible to implement on our project because the addition of an elevator tower, which would extend from grade level up to 35’+ above grade, will block the current 11’-12’ route between the existing baseball facilities building and the existing baseball batting cages. During scrimmages and practices, the players, coaches and even the maintenance staff must utilize this 11’+/- wide route......see attached "Case for Hardship Waiver" in additional document section.
3. COST: Cost to provide an elevator and tower exceeds the funding established. Project was planned 3 years ago and has been reduced in scope and redesigned several times to meet funding limits and increased costs in construction. Current cost estimates are as follows: Press Box, Grandstands and sitework is approximately $4.6 million. The cost for an elevator tower enclosure of similar construction, approximately 30’ in height, is estimated to exceed $500,000, and will also require complete redesign of the project. Comments:
We have been working on this project for over 3 years. It has stopped and started numerous times due to budget restrictions. For the first two years of design it was our understanding that the code allowed the press box to be built without an elevator provided 3 criteria were met. We made sure that we met this criteria for two very important reasons: 1) An elevator tower would block the existing, critical pedestrian/ golf cart route which passes under the existing press box and lies within an 11'-12' wide space between the football grandstands and the baseball outfield fence. This path connects the baseball facilities building with the batting cages. 2) The project is already challenged by budgetary limits and the requirement for an elevator tower would permanently kill the project.
