*Briefly explain why the request has now been referred to the Commission.

There will be a significant financial burden on the owner which is not faced by other clients with similar situations with the potential for an addition of an elevator. The addition of the elevator would cause a reduction in the number of persons that can be served by reducing the number of rooms, which will also reduce potential income for the owner. Accommodations have been made to incorporate all kinds of disabilities that can be serviced on the first floor, as well as all other common services. There will be handicap access as well as bathrooms on the first floor.
