Minutes

 

The meeting was convened by Chair Dale Greiner at 8:00 a.m. A quorum was achieved with ten voting members present : Ron Bailey, Steve Bassett, Bob Cochell, Philip Fairey, Jan Geyselaers, Dale Greiner, Maury Jacobson, Don Kitner, Richard Reynolds and Roger Sanders.

 

Meeting Objective: Review report of the Energy Code Transition Study Work Group, accept it and forward it to the Florida Building Commission.

 

Actions Taken:

 

The agenda was unanimously approved.

 

Jeff Blair explained that during the Glitch Fix code change cycle, issues were presented that were above the scope of that process that would have changed the base energy code document to the International Energy Conservation Code (IECC). The Energy Code Transition Study Work Group was established to look at this option. Two Work Group meetings were held:

•  First, the group met in Cocoa in July, 2006, and reviewed the differences between Florida's energy code and the IECC. The result of that meeting was a unanimous vote to keep Florida's energy code and ask for Legislative authority to switch to the IECC if the Commission determined it was advantageous to Florida. The Commission accepted this recommendation and made a policy to keep the Florida energy code and consider IECC provisions for inclusion in Florida's code.

•  The Work Group met a second time in Tampa on November 14, 2006, and considered seven proposals to forward to the Energy TAC and Commission for inclusion in Florida's code. One of the seven proposals achieved a 75% vote. The results of the Work Group were approved for inclusion in the Energy Code Transition Study Work Group report.

 

The one recommendation approved by the Work Group will be put online as a code change proposal, as may any other proposal anyone would like to see in Florida's code. There will be many opportunities for comment and input from the TAC and the public on all proposed code changes.

 

Corrections and clarifying comments were made by the TAC on issues described in the report. Bassett suggested that acronyms used in the report be defined. On a motion from Jacobson and second by Cochell, the Energy TAC unanimously accepted the report. When the Chair realized that the public had not had an opportunity to comment, the TAC withdrew its approval. A correction was made to the report at the suggestion of Pete Quintela. Jack Glenn stated he was a member of the work group and had not voted in favor of the Phase I action as reported.

 

ACTION: On a motion from Sanders and a second from Jacobson, the TAC voted unanimously to accept the report of the Energy Code Transition Study Work Group and forward it to the Florida Building Commission.
