Minutes

 

The meeting was convened by Chair Dale Greiner at 1:00 p.m.  A quorum was achieved with ten voting members present:  Steve Bassett, Ron Bailey, Bob Cochell, Philip Fairey, Jan Geyselaers, Dale Greiner, Maury Jacobson, Jim Larsen, Richard Reynolds and Roger Sanders.  Staff support was provided by Ann Stanton.

 

Meeting Objectives:

1.       Discuss and provide a recommendation to the Commission on a request for Declaratory Statement, DCA07-DEC-115, by Kelly Carman of the Leo A. Daly company on Section 13-415.1.ABC.1.2 of the FBC, Building, concerning whether the master control device at the main room entry had to control the bathroom as well.

2.   View a presentation on the EnergyGauge USA Fla/Res 2007 computer program by Philip Fairey of the Florida Solar Energy Center.

 

Actions Taken:

 

The agenda and minutes of the 6/25/07 meeting were unanimously approved.

 

After an explanation of DCA07-DEC-115 by Stanton and discussion by the TAC, the following action was taken by the TAC:

On a motion from Fairey and a second from Jacobson, the TAC approved the following disposition of DCA07-DEC-115 in a vote of 9-1:

To the question, Is the intent of the code to provide a master switch that controls the guestroom only or is the intent to include the bathroom?, the answer is that Section 13-415.1.ABC.1.3 requires all permanently installed luminaries and switches receptacles to be controlled by a master control device at the main room entry; there is no exception for bathroom lighting.

 

Philip Fairey from the Florida Solar Energy Center gave a presentation on changes made to the EnergyGauge USA computer program to incorporate code modifications approved by the Commission for the 2007 energy code. He also described what types of changes he thought required Commission approval. Fairey walked the group through the program and answered questions from the TAC and public about features of EnergyGauge USA Fla/Res 2007. Changes to the program to make it specific to Florida’s energy code are summarized as follows:

1)     Specific modifications were made to implement Florida’s code in accordance with the provisions of Mod 2327.

2)     The software was given a new name to make it specific to Florida’s code.

3)     Some inputs were added, some inputs were removed to integrate approved Mods.

4)     New reporting forms and EPL Display Card were created to reflect changes to the code.

5)     The windows input page was redesigned to include a NFRC Label radio button, remove the “calculate” button, and assume defaults if no NFRC label.

6)     U-Factor and SHGC defaults changed to reflect Florida code values.

7)     Cool roof changed as follows: similar to NFRC ratings for windows, solar absorptance check box added for tested product, or default.

8)     Factory-sealed air handler option added to software per Florida’s code

9)     Default distribution efficiency set at 88% per Mod 2367.

10) Proposed air duct leakage input selection result in leakage testing requirement.

11) Compliance report enhanced to allow up to 5 window types, delete credit points used in old code method, add notes for factory-sealed air handling unit, leak-free duct systems & tested roof reflectance.

 

The Chair suggested that, based on information provided by Cochell, that a presentation be made on the impacts of mixing old and new equipment at the October TAC meeting.
