Question: Is it the intent of Section 1010.8, regarding handrails to apply to ramps used for ingress/egress to a vessel from a dock per the description provided in the referenced petition?

Answer: No interpretation can be rendered at this time as the request has not been processed through the local Board of Rules and Appeals.

Commentary: During the review of this application, it was determined this case has not been presented to the local Dade County Board of Rules and Appeals (BORA), as required by Florida Statute 553 regarding binding interpretations. Based upon this information, the request is considered rejected and no further action will be taken until such time as the BORA has heard the case and provided a local determination as to the applicability and application of the governing codes and that information is submitted with a new request for a binding interpretation, if needed at that time. Additionally, BOAF may not render an opinion regarding the Accessibility Code, Chapter 11 of the Florida Building Code, therefore, any reference to such has been removed from this question.
