•  Review and Approval of August 2006 Agenda

•  Review and Approval of July 2006 Minutes

•  Discuss the issue(s) of course updating---specifically should the technical core courses be updated with the 2006 supplement code changes, or should the administrative core serve as the only core course. Also, should the current updating, accreditation, and administrative approval process remain the same for the advanced courses being updated with the 2006 supplement.

The Chair asked the Educational Administrator to comment on these issues.

 

The Educational Administrator said that within 9B-70.002, (3), (f.), it states that “Accreditation of revisions of accredited courses shall be accomplished in the same manner, as described in (a) through (e), except that only the revision submitted shall be subject to review”. The Administrator stated that this language reinforced the request that the current accreditation process be continued to be used for courses being updated with the 2006 code changes. No action was necessary.

 

The discussion was taken up at this point by Commissioner Bassett, who felt strongly that the Commission should not be selling courses to providers that are not updated to the current code. Instead, the Commission should be giving (no charge/fee) these courses to providers, who will then update them.

 

At this point, the Chair asked for a motion.

Motion: The Commission should not sell any course(s) that is not up to date with the current version of the Florida Building Code

Motion: That providers are responsible to update all courses to the current version of the Florida Building Code (which reaffirms previous Commission actions)

After some more discussion, another motion was put forth.

Motion: Core courses that require updating will be given upon request and at no charge to providers, who will then update those courses.

4. The following courses were given a “deferred action” in the July Building Commission meeting, as a result of a POC member/Commissioner stating that the base course contained some incorrect information.

 

The Chair asked Commissioner Bassett for his comments regarding this issue.

 

Commissioner Bassett stated that his concern regarding this course (Interior Environmental Quality) was based on some mistakes he found in the course, one of which had to do with “asbestos consultation”, which were not directly related to the Florida Building Code, but according to Commissioner Bassett, were nonetheless incorrect. He stated that he talked to the accreditor and the accreditor stated that he only checked for building code inaccuracies. The Chair asked for a motion with language that reflected the “actual approval of accredited courses”, to be used from now on when approving courses. That motion is, “Course approved based on the FBC accreditation process that only verifies the accuracy of the Florida Building Code related content”.

5. Review Pending “Accreditor” Applications for Recommendation to the Commission

6. Identify future POC member discussion items.

 

The Chair stated that an issue had been brought to his attention regarding the BOAF Report/Survey, which was conditionally approved at the July POC meeting with certain identified changes needing to be made. The issue itself was that there were mistakes and/or inaccuracies within the report.

 

The Chair asked Cam Fentriss, the contract administrator under whom the survey/report was prepared, to give some historical information. She stated that the University of Florida 's Rinker School conducted an initial survey, but the response rate was very low. A new survey was proposed and again the University of Florida 's Rinker School developed the instrument. The survey was modified, subsequently sent out, and a link was placed on BOAF's web site.

 

The Chair stated that surveys such as this one are important, in order to find out what failures are really happening in the field. He further stated that this particular survey was good, but didn't go far enough in its scope.

 

Mr. Med Kopczynski stated that he felt the survey didn't necessarily ask all of the right questions, thus it didn't collect the right information.

 

The Chair said that for all practical purposes this survey and final report were accepted by the POC, with one change regarding suggested training courses (a framing course) remaining to be made. He further stated that it is his intention in the near future to appoint an ad hoc committee to create another similar survey (or see to the creation of another survey), which would modify and expand the scope of the current survey.

No action was taken.

 

 

7. Summary and Review of Meeting Work Products/Action Items, Assignments, and Next Steps

 

Commissioner Hamrick stated that the Florida Department of Education has produced a State of Florida School Building Construction Handbook . He further stated that the handbook was downloadable from the FDOE web site.
