The project consists of an existing two-story historic building totaling approximately 2,880 square feet (approximately 1,440 square feet per floor). The facility is undergoing a change of occupancy from business to educational to operate as an early childhood learning center.

Summary:
A new exterior metal egress stair will be installed on the outside of the building to provide a code-compliant second means of egress from the second floor to grade in accordance with fire safety requirements. The project is currently in the permitting and plan review phase. No construction work has commenced. The waiver request is being submitted prior to issuance of the building permit to address vertical accessibility requirements associated with the proposed change of occupancy.

Pursuant to Florida Statute 553.509 and Section 206.2.3 of the Florida Building Code, the project requests a waiver of the Florida-specific requirement for vertical accessibility (elevator or lift) to the second floor of the existing historic building.

The request seeks to waive the requirement for an accessible route between stories, as permitted under Section 201.1 where Florida provisions exceed federal ADA standards, and as further supported by Section 202.5 regarding alterations to qualified historic buildings.
