Description: 
The Guida House is a 4,470-square-foot historic building with a basement, first floor, and second floor. The City of Tampa Parks and Recreation Department proposes its adaptive reuse as a community-focused civic facility, with the first floor serving as public meeting space and the second floor functioning as administrative offices and staff support areas.

Summary:
The project consists of alterations and restoration only and does not include significant building additions. Construction costs will be limited to selective interior and exterior improvements required for the adaptive reuse of the existing historic structure, including first-floor accessibility upgrades, life-safety improvements, and building stabilization. Final construction costs will be confirmed as the design and project scope are finalized; current preliminary estimates for renovation range from $2.3 to $2.5 million.

No construction activity has occurred on the building within the past three years, with the exception of a roof replacement completed under a separate permit. During this period, the site has otherwise been secured and mothballed to prevent deterioration and unauthorized access. Most recently, additional protective measures were implemented, including the installation of perimeter fencing and a monitored security system.

The request has been referred to the Commission due to the need for a vertical accessibility waiver associated with the adaptive reuse of a locally designated historic structure. Compliance with full vertical accessibility would require the installation of an elevator or vertical lift, which would result in significant adverse impacts to character-defining architectural features and established spatial relationships of the Guida House. Review by the Commission is therefore required to evaluate the waiver request in the context of the building’s historic significance and to confirm that accessibility is being provided to the maximum extent feasible while preserving the integrity of the historic resource.

FACBC Section 202.4 (Alterations to Qualified Historic Buildings and Facilities) allows for modifications or waivers of Florida-specific accessibility requirements when full compliance would threaten or destroy the historic significance of a qualified historic structure. In this case, providing vertical accessibility to the second floor would require the installation of an elevator or lift that would adversely impact character-defining features, historic materials, and spatial relationships of the Guida House. Accessibility is otherwise being provided to the maximum extent feasible, including full access to all public functions on the first floor, consistent with the intent of the Florida Accessibility Code while preserving the historic integrity of the structure.

Comments:
Providing vertical access to the second floor and basement is not feasible due to:
1. Adverse Impact to Historic Fabric – Installation of an elevator or lift would require modifications to both the structure and character-defining elements or would require the addition of an incompatible exterior elevator shaft that would alter the building’s historic appearance.
2. Technical Infeasibility – The building’s limited footprint, structural configuration, foundation constraints, and ceiling heights do not allow a compliant location for an elevator or lift without disproportionate structural reconstruction.
All public functions on the first floor will be fully accessible. The second floor and basement contain only non-public administrative and support spaces.
