Review and approval of the December 4, 2014 meeting Agenda

Discussion: April Hammonds asked the Chair if Agenda item 9 could be moved to agenda item 5, as she needed to leave early to attend a meeting. The Chair agreed with her request, and modified the agenda to reflect the change.

5.)

Review pending accreditor applications for recommendation to the Commission

Mr. Charles Barr Pending

Discussion: The Chair asked the Education Administrator, Michael Clark, to address this agenda item. Mr. Clark stated that the applicant’s name was Mr. Charles Barr and that he currently resides in St. Augustine, Florida. Mr. Clark asked the ED POC members if they received the rule language he sent them with the Ed POC Meeting reminder that describes the requirements for an accreditor to be approved.

Mr. Clark stated that he checked to make sure that all of Mr. Barr’s licenses were current. Specifically, he referenced:

  • Unlimited General Contractor (CGC1508079) Current/Inactive 8/31/16
  • Unlimited Plumbing Contractor (CFC1426436) Current/Inactive 8/31/16
  • Unlimited Electrical Contractor (ECI3002676) Current/Inactive 8/31/16
  • Unlimited Air Cond. Contractor (CAC1814258) Current/Inactive 8/31/16
  • Fla. Build. Code Administr. (CBO) (BU908) Current/Active 11/30/15
  • Plans Examiner (Building, Plumbing, Elec., Air Cond.) (PX1172) Current/Active 11/30/15
  • Building Inspector (Building, Plumbing, Elec., Air Cond.) (BN2685) Current/Active 11/30/15

 

Mr. Clark further stated that the trade areas (subsequent content areas of advanced courses) Mr. Barr was seeking approval for, matched his current licenses. Those specific areas were Class A Air Conditioning, Accessibility, Administration, Class B Air Conditioning, Building Commercial, and Building Residential.

 

Mr. Clark further stated that the flowchart Mr. Barr included with his application, that described/explained the evaluation process regarding an accreditor’s job of reviewing courses, was both absolutely correct and well put together. Given this information, Mr. Clark asked the ED POC members if they had any questions about Mr. Barr. No questions were forthcoming. The Chair then asked for a motion of approval, which did occur.

Discussion: The Education Administrator stated that the title of the course in the BCIS is “2010”, but the same course is titled “Advanced FBC the 2012 Florida Accessibility Code for Building Construction (Internet)” in both the syllabus and Course PowerPoint presentation. The Education Administrator said that the title needs to be changed in the BCIS to reflect the entire title, as stated above in the syllabus. He also stated that this slight change should not affect the approval of the course. The Chair agreed.

Update status of the proposed language changes to Rule 61G20-6.002, F.A.C

 

April Hammonds stated that the proposed language changes to Rule 61G20-6.002, F.A.C, have been officially approved and went into effect as of November 19, 2014. She further stated that FBC advanced courses can now be submitted for approval using the 5th Edition of the Florida Building Code (2014). No other comments or questions were forthcoming from ED POC members.

Education Administrator activity report

Discussion: The Chair asked Cam Fentriss to respond to this agenda item. She stated that other than the normal activities of the Administrator, 38 inquiries were handled since the last meeting. The details of those inquiries were listed in the report. She further stated that she was receiving little interest regarding the use of available training grant funding. She stated that probably the reason was that courses with the new code (5th Edition) were not available yet. She asked if there were any questions regarding the report. No questions were forthcoming.

Training Funding Available for 2014-2015

 

Two types of funding: 7-hour program or “minimum 1 hour” program

Reimbursement amount: $23.00 per hour per attendee Available now, ends June 15, 2015

Eligible attendees:

-- Licensed architects, engineers, interior designers, landscape architects, construction contractors, electrical contractors, or building code administrators or inspectors

-- Home inspectors, mold remediators

--- Must include license number for all categories above

-- Employees in design and construction industries, requires this documentation:

--- Letter from their design/construction licensed employer

--- Copy of certificate of workers’ compensation insurance or exemption

 

Eligible course topics:

-- Florida Building Code

-- Florida Fire Prevention Code

-- Construction plan and permitting requirements

-- Construction liens

-- Hurricane mitigation

 

For “minimum 1 hour” program, course requirements:

-- At least 50% must be advanced codes

 

For 7-hour program, course requirements:

-- At least three (3) hours codes

-- At least two (2) hours advanced codes

-- “Training on any topic other than FBC shall not exceed two hours”

 

For any program, course requirements:

-- Mitigation training for home inspectors must include proctored exam

-- *Course evaluations required that cover the following:

--- Satisfaction with instructor

--- Satisfaction with course materials

--- Satisfaction with conduct of the training

--- Ask whether “highly satisfied” “satisfied” “not satisfied” for each above

 

Documentation required (failure to submit is a 5% penalty):

-- Submitted within FIVE (5) WORKING DAYS AFTER EACH COURSE

-- Advertisement (must be approved in advance)

-- Sign in sheets as acceptable for each licensing board

-- Separate sign in sheets for licensees and non-licensed employees

-- Non-licensed employee sign in sheets must include type of proof submitted

-- *Copy of course evaluation for each attendee

 

*Failure to demonstrate that 75% or more of trainees were satisfied or highly satisfied with the course instructor will result in a 1% penalty for each 5% increment or portion thereof that the percentage of satisfied trainees fall below 75%.
