on the PowerPoint presentation, “Swimming Pools & Spas: Advanced Florida Building
Code Update” did not match the title of the course, “2010 Advanced Building
Code Update”, in the BCIS course description. The Education Administrator
stated that he would work with the provider to correct the title in the BCIS
course description. Commissioner Stone also stated that he did not want this
editorial correction to negatively affect the approval of this course, and
the other ED POC members agreed. Approved Unanimously Course: 2010 Advanced Training: The Flood Provisions

this course was classified as a deferred approval at the October ED POC
meeting as course # 621.0, because the content was based on the 5th Edition
of the Florida Building code (2014), which has yet to be adopted as the next
version of the code. He further stated that this new course, with a new #
633.0, does reference the 2010 Florida Building code as the source code for
the course. Approved Unanimously Course: 2010 General Requirements of the NEC, Advanced

Code related content Motion: Darrell Phillips Second: Jeffrey Stone Discussion: Commissioner Flanagan stated that he did
not see an instructor’s name or credentials in the syllabus, and that he was
curious as to who would teach the course. He also said that the syllabus
noted that the course was for general contractors, as well as electrical
contractors. He asked if the provider was present at the meeting. Bill
Dumbaugh stated that he was the provider of the course, and said that John
Simmons was the instructor, with many years of experience. Commissioner
Flanagan stated that he knew John Simmons and thought he was an excellent
instructor. April Hammonds stated that there was no language in the education
rule that required the instructor’s name or credentials to be noted in the
course materials. Approved Unanimously Course: 2010 Advanced Ventilation for Residential

| | 8.) | Review/discuss proposed language changes to Rule 61G20-6.002, F.A.C
Chair Dean suggested that this agenda item be included as part of
the discussion involving the Education Administrator’s report. Cam Fentriss
  agreed. |
| | 9.) | Education Administrator activity
report Discussion: Cam Fentriss stated that the instructions regarding how to read
the changes in the language were placed at the bottom of the first page of
the report, emphasizing that the new changes were depicted in bold font. Chair Dean asked if the public had any comments
regarding the rule language changes. No comments from the public were
offered. Chair Dean stated that the new language seemed
“legalistic.” She asked, “When is the first opportunity that a provider can
submit a new course, after code changes?” Cam Fentriss explained that in Section (3)(g), the
language states that courses can be submitted for accreditation as soon as
the FBC votes to approve the new code, which is usually 6 months before the
effective date. Chair Dean asked, “What happens regarding the submittal
of courses after the glitch process?” Cam Fentriss explained that Section (3)(g), number 2
explains the course submittal scenario regarding the glitch process, that
is---“For any amendment to the Florida Building Code pursuant to 553.73, a
course must be revised by the effective date of any change.” April Hammonds went on to say that the intent of these
language changes is to give the industry 6 months to revise courses, under
every possible scenario. She further stated that with FBC approved code
changes, the process is fairly straightforward with dates and timelines.
However, with approved changes to laws and rules, the effective date is more
difficult to determine. Cam Fentriss agreed stating that again, the intent for
these changes is to help the industry prepare revised courses within 6 months
of code, law, and/or rule changes. Commissioner Stone asked what would happen if a course
did not need to be revised. Cam Fentriss stated that the language in paragraph
(3)(i) explains that if a course is not affected by a code change (or only
requires one change), then the course is submitted as self-affirmed, and will
be ratified by the ED POC. If, however, the ED POC determines that the course
does require more than one change, then the course must be submitted and
reviewed by an approved accreditor. Jack Glenn asked what the timeline might be regarding
the approval of these rule language changes. April Hammonds stated that if there is no request for a
hearing or additional JAPC comments, then this language should be approved by
the April, 2014 FBC meeting. Cam Fentriss reminded all providers and accreditors to
check and update their email addresses in the BCIS, if necessary, to ensure
their ability to receive notices. The Chair did ask for a motion to approve the rule
language changes as discussed. Motion: To
approve as proposed and discussed the language changes to Rule 61G20-6.002,
  F.A.C. Motion: Kevin

the FBC Education POC heard public comments expressing concerns about certain
provisions in rule 61G20-6.002, Florida Administrative Code, including: -- No specific
requirement that code edition year be included in title of course -- Treatment of
advanced courses relating to law or rule (rather than a code edition) -- Sufficient time
to submit courses based on a future code edition             Inclusion of provisions relating
to a course based on Florida Statute or rule raises the issues of need,
appropriate time and deadline for revision of such courses (which is
different from the same for new code editions). FBC staff drafted proposed
provisions to cover these issues and requests input from members of the
Education POC and the public on the draft provisions below.           All new provisions are shown in
bold. For ease in reading, subsections (3) and (4) of the proposed rule with
changes incorporated is shown in italics below. 61G20-6.002 Commission Approval and
