TAC Objectives

Code Administration TAC Members Present: Chairman: Jay Carlson; Bob Boyer, Bill Dumbaugh, David Gilson, Richard Goff,

Code Administration TAC Members Absent: Hamid Bahadori, Dick Browdy, Don Brown, John O’Connor.

Plumbing TAC Members Present: (No quorum was established).  Chair: Bob Boyer, Gary Kozan, Gary Duren, Mike Robbins, Frederick Schilling.

Plumbing TAC Members Absent: Robert Trumbower, George Seiler, Jim Bickford, Joseph Kajak.

Objective – To consider, discuss and provide recommendations for consideration by the Commission on requests for Declaratory Statement.

 

Meeting Minutes

Objective

 

1)

Welcome and Opening Remarks: Meeting began at 1:00pm.

2)

Roll Call: Roll was taken for the Code Administration TAC and a quorum was present.

Roll was taken for the Plumbing TAC and only 5 members were present.  One more would be needed for quorum, however, this did not occur and no quorum was reached for this meeting.  The Plumbing TAC members present provided comments during the Public Comments portion of the meeting.  Due to no quorum, the Plumbing TAC could not move forward with their agenda.

Review and Approval of today’s Meeting Agenda: Motion was provided by Dave Gilson and seconded by Bob Boyer to accept the agenda as posted. Unanimous vote of approval.

4)

Review and Approval of Meeting Minutes of August 7, 2015: Bob Boyer provided a motion to accept the previous minutes of August 7, 2015, seconded by Richard Goff.  Unanimous approval with no changes.

5)

To consider and discuss the following Declaratory Statement request concurrently with the Plumbing TAC: DS 2015-106 by Michael Wilson of Pipeline Technologies, Inc. 

Mr. Wilson, of Pipeline Technologies, provided a summary of his request for declaratory statement.  Mo Madani provided the staff analysis.  Upon lengthy discussion, attorney, April Hammonds provided some clarifying language in addition to the possible answer provided by petitioner in original request for Declaratory Statement:  “Yes a permit is required and the material to be installed and inspected should be done so in accordance with the manufacturer’s published installation instructions and in accordance with the current Florida Building Code, Existing Building, [Section] 609.1 Materials, and Florida Building Code, Plumbing, [Section] 303.2 Installation and Materials.  Mr. Madani suggested the additional language regarding “alternate materials and methods” to give leeway to the CBO.

Motion was made by Bob Boyer to accept the statement as read by Ms. Hammonds with the possible addition of “alternate materials [and methods]”.  Seconded by Bill Dumbaugh with the additional language of “alternate materials [and methods]”.  Unanimous vote of approval to accept the following language:

“Yes a permit is required and the material to be installed and inspected should be done so in accordance with the manufacturer’s published installation instructions and in accordance with the current Florida Building Code, Existing Building, [Section] 609.1 Materials, and Florida Building Code, Plumbing, [Section] 303.2 Installation and Materials and [Florida Building Code, Building, Section 104.11 regarding Alternative materials, design and methods of construction and equipment].”

End of concurrent meeting with the Plumbing TAC: 2:12p.m.

Code Administration TAC :

To consider and discuss the following Declaratory Statement request:

DS 2015-092 by Andrew Lovenstein representing Bracken Engineering, Inc.

Neither Mr. Lovenstein nor any representative of Bracken Engineering was present to provide a summary of their request for declaratory statement.  Mr. Mo Madani provided the staff analysis.  Mr. Bob Boyer submitted a motion to accept the staff recommendations, seconded by Richard Goff.  Unanimous vote of approval to accept the following language:

Staff analysis: 

Question 1:      Does the statement within the Florida Building Code – Building Preface govern even though it’s not within the body of the Code?

 

Answer:          Yes, the “Preface” in question is an integral part of the 5th Edition (2014) Florida Building Code as adopted by Rule 61G20-1.001 FAC. 

  

Question 2:     Does the statement within the Preface exempt all of the code requirements that address Roof Snow Load Data and Earthquake Design Data within sections 1603.1.3 and 1603.1.5?

 

Answer:          Yes, the “Preface” in question is an integral part of the 5th Edition (2014) Florida Building Code as adopted by Rule 61G20-1.001 FAC and as such the roof snow load data and earthquake design data within section 1603.1.3 and 1603.1.5 do not apply to the project in question.
