Discussion: Jim Richmond stated that because a quorum was not reached at the August meeting, no meeting took place, so no minutes were recorded. The June ED POC Meeting Minutes will be approved at the December ED POC meeting as a separate agenda item.

Discussion: The Education Administrator stated that in the course syllabus, within the description of the process of taking an online course, the verbiage stated that, “Our course provides graphics, links to outside resources, animation, and exercises…”. He further stated that none of the above was found as part of the course materials. So, the provider needs to add the graphics, links, etc. for review, or delete this language from the syllabus.

Discuss the status of training funding available for 2014 – 2015

 

Discussion: The Chair asked Cam Fentriss to give an update regarding the status of training grant funding for 2014-2015. Cam stated that the handout linked to the ED POC Agenda explains in detail the type of funding available, who is eligible, course topics, and participant requirements regarding the training grant. She further asked the ED POC members if they had any questions regarding the training grant.

 

Commissioner Stone asked how much money is available through the grant.

 

Cam Fentriss stated that $500,000.00 is available.

 

No further discussion ensued.

 

 

 Training Funding Available for 2014-2015

 

Two types of funding: 7-hour program or “minimum 1 hour” program

Reimbursement amount: $23.00 per hour per attendee Available now, ends June 15, 2015

Eligible attendees:

-- Licensed architects, engineers, interior designers, landscape architects, construction contractors, electrical contractors, or building code administrators or inspectors

-- Home inspectors, mold remediators

--- Must include license number for all categories above

-- Employees in design and construction industries, requires this documentation:

--- Letter from their design/construction licensed employer

--- Copy of certificate of workers’ compensation insurance or exemption

 

Eligible course topics:

-- Florida Building Code

-- Florida Fire Prevention Code

-- Construction plan and permitting requirements

-- Construction liens

-- Hurricane mitigation

 

For “minimum 1 hour” program, course requirements:

-- At least 50% must be advanced codes

 

For 7-hour program, course requirements:

-- At least three (3) hours codes

-- At least two (2) hours advanced codes

-- “Training on any topic other than FBC shall not exceed two hours”

 

For any program, course requirements:

-- Mitigation training for home inspectors must include proctored exam

-- *Course evaluations required that cover the following:

--- Satisfaction with instructor

--- Satisfaction with course materials

--- Satisfaction with conduct of the training

--- Ask whether “highly satisfied” “satisfied” “not satisfied” for each above

 

Documentation required (failure to submit is a 5% penalty):

-- Submitted within FIVE (5) WORKING DAYS AFTER EACH COURSE

-- Advertisement (must be approved in advance)

-- Sign in sheets as acceptable for each licensing board

-- Separate sign in sheets for licensees and non-licensed employees

-- Non-licensed employee sign in sheets must include type of proof submitted

-- *Copy of course evaluation for each attendee

 

*Failure to demonstrate that 75% or more of trainees were satisfied or highly satisfied with the course instructor will result in a 1% penalty for each 5% increment or portion thereof that the percentage of satisfied trainees fall below 75%.

Update status of the proposed language changes to Rule 61G20-6.002, F.A.C.

 

The Chair asked April Hammonds to give an update regarding the status of the proposed changes to Rule 61G20-6.002, F.A.C. April stated that the Notice of Change was published on September 22, 2014, and that we are waiting for JAPC to respond. April further stated that hopefully this will be finalized by the December ED POC meeting.

 

Commissioner Stone asked if we had a date yet for the 5th edition of the building code to be approved. Jim Richmond stated that no date has been set yet, because the fire code has not been finalized and approved.

 

 

10.)

Education Administrator activity report

Discussion: The Chair asked Michael Clark to respond to this agenda item. He stated that other than the normal activities of the Administrator, 20 inquiries were handled since the last meeting. The details of those inquiries were listed in the report. Mr. Clark asked if there were any questions regarding the report. No questions were forthcoming.

General public comment

John Faranelli (a provider) asked, if the training rule language is adopted during the December meeting, then when can providers submit advanced courses for approval using the 5th edition of the Florida Building Code.

April Hammonds stated that we don’t know yet because we are waiting for JAPC comments/responses.

John Faranelli further asked why the fire code has not been adopted by the FBC.

Jim Richmond stated that the FBC must adopt the fire code by reference. As of now, the fire code has not been finalized nor approved, so the FBC can’t adopt by reference. Jim further stated that it was his understanding that everyone is shooting for a December 31, 2014 approval.

John Faranelli stated that if the fire code is adopted by December 31, 2014, then that means that the 5th edition of the building code would not be approved until June, 2015 (the second, maybe third quarter of the year).

Jim Richmond stated that that assumption is technically correct, but he said we might be able to reduce the time somewhat. He reiterated that at this point, it is difficult to pinpoint dates for anything, because there are so many moving parts.

Chair Dean said that at least we can start to see the end of the tunnel.
