Minutes

 

The meeting was convened by Facilitator Ken Cureton at 1:00 p.m.  A quorum was achieved with eleven voting members present:  Ron Bailey, Brent Caldwell, Bob Cochell, Philip Fairey, Jan Geyselaers, Dale Greiner, Larry Maxwell, Rafael Palacios, Roger Sanders, Drew Smith and David Wojcieszak.  Staff support was provided by Mo Madani, Ann Stanton, Jim Hammers and April Hammond, Counsel. The meeting was facilitated by Ken Cureton.

 

Meeting Objectives:

 

Ψ Objective 1 To Approve the Agenda and the Minutes of the 6/14/2013 meeting.

Ψ Objective 2 To discuss and recommend potential research topics for consideration by the Commission.

Ψ Objective 3 To review comments related to the 2013 update to the Florida Building Code for consideration during the 8/22/13-8/23/13 Rule Development Workshop on Rule 6G20-1.001, F.A.C.. 

Ψ Objective 4 To review comments related to equivalence of the 2013 update to the Florida Building Code, Energy Conservation, to the 2012 International Energy Conservation Code and ASHRAE 90.1-2010. 

 

Actions Taken:

 

The agenda and minutes of the June 14, 2013 meeting were unanimously approved.

 

There were three potential research projects described: 1) Mechanical Code Treatment of Return Air Plenums and Air Handler Closets in HVAC Change Outs proposed by Rob Vieira; 2) Mechanical ventilation in Florida homes and it’s impact on humidity control by Jim Cummings; and 3) How to maintain moisture control in buildings by Richard Simms. Proposals 1 and 2 were unanimously supported by the TAC, although Proposal 1 appears contrary to new Florida law which prohibits requirements for existing equipment. Proposal 2 met with many comments that this is an area that needs work and that Florida buildings need enthalpy control, not just an air-to-air heat exchanger. It was postulated that Proposal 3, which had not been proposed in writing, would fit under Proposal 2 given that both proposals deal with how to maintain moisture control in buildings.

 

Ken Cureton went over the Commission’s rules for reviewing and criteria for actions taken on Glitch Fix mods with the group.  Action was first taken to determine if the proposed change met the state criteria for being a Glitch; if found to be a Glitch, action was taken to determine if the fix proposed should be approved as submitted, approved as modified, or no affirmative action should be taken.  The TAC then reviewed 7 proposed Glitch Fix code change modifications, discussed them and took action as to their disposition:                    

Of the 7 glitch mods proposed, six were found to meet the “glitch” criteria; in those cases, all six were approved as submitted.  The Energy TAC Tracking Sheet for the comments related to the 2013 Update for consideration by the Commission during the Rule Development Workshop on Rule 6G20.1-1.001, FAC, to be held on August 22-23, 2013, is made part of these minutes by reference.

 

Draft letters to the U.S. Department of Energy from the Florida Building Commission to certify that the 2013 draft Florida Building Code, Energy Conservation, meets or exceeds 1) the 2012 International Energy Conservation Code for low rise residential buildings and 2) the American Society of Heating, Refrigerating and Air-conditioning Engineers’ Standard 90.1-2010 for commercial and high rise residential buildings, were approved by the TAC unanimously.
