deferred, because of the 90 day deadline for action on the application. The
POC members agreed and the course was denied. Commissioner Gonzalez asked if the staff had communicated with the
provider about this oversight regarding the missing method of instruction. April

why this reference was made when no audio or video clips existed in the
course materials. Joe Belcher stated that he overlooked the reference during
his review. Rhonda Koning, the provider of the course, stated that she would

Course 1 Hour Provider: Contractor’s Continuing Education Systems, LLC Accreditor: None BCIS Course Number: 317.1 Motion: Course conditionally approved
based on the FBC accreditation process that only verifies the accuracy of the
Florida Building Code related content, and subject to adding the year of
the current code edition (2010) to the opening slide of the Power Point
presentation. Motion: Jon Hamrick Second: Herminio Gonzalez Discussion: The Education Administrator stated that
approval for this course was deferred at the April 2013 ED POC meeting
because there were numerous references to the 2007 code, which needed to be
corrected to the 2010 code. Those corrections were made. The approval for
this course was then deferred again at the June 2013 ED POC meeting, because
a course exam and answers were missing. The exam and answers were added to
the materials. Commissioner Hamrick stated that the reference to the year of the
current code edition is missing on the opening slide of the Power Point
presentation. The POC members agreed that the reference to 2010 should be
included. Commissioner Flanagan stated that he was still viewing 2007 code
references in the syllabus. It was determined that Commissioner Flanagan was
looking at an older version of the syllabus. Approved Unanimously |

Discuss and compile potential research topics for recommendation to
the FBC The Chair asked the ED POC members if they had any
thoughts regarding this agenda item. Ila Jones stated that the Commission decided to use
some money for worthy research projects, relevant to the work of the FBC. Cam Fentriss stated that Item E, in the Education
Administrator’s Report, notes that a survey will be conducted within the next
few months asking for licensees to submit and/or express interest in building
code subjects of interest, issues, and training or research needs. The
results of this activity will be due at the end of December. The Chair stated that she felt that one idea to be
looked at was the gap between the effective date of a new code and available
training on that new code. No other comments were given by POC members and no
  further action was needed. |

   9.) |

Review/discuss proposed changes to Rule 61G20-6.002, F.A.C The Chair asked the POC members if they had any questions or
comments about the proposed language changes. Cam Fentriss briefly explained the changes. She stated that in
paragraph (e), the word “calendar” was proposed for removal, leaving the 23
days as defined by administrative law and rule. She then stated that the
explanation of a self-affirmed course was split between paragraphs (g) and
(h), again for more clarity. April Hammonds stated that she wanted to add some language to
paragraph (g), where if a course had been submitted as one change
(self-affirmation) but had more than one change made to it, then it would
revert automatically to becoming a revised course, and must be reviewed by an
approved accreditor. Cam Fentriss asked the POC if they wanted to review the new
language at the next meeting, and they responded that they would want to
review it at the next meeting. Commissioner Flanagan asked if in the future, could POC members
review any new rule language in a side-by-side manner with the current
language. April Hammonds explained that in the document the POC members were
currently reviewing, any new language (to be added) is underlined and any old
language (to be removed) has a strike through line through the words. The
Chair asked for other comments. No other comments were given by the public or
  POC members. The
Chair asked for a motion regarding the proposed language changes to Rule
  61G20-6.002, F.A.C Motion: To
recommend to the Florida Building Commission that the proposed language
  changes to paragraphs (e), (g), (h), and (i), contained in Rule 61G20-6.002,
F.A.C be accepted as submitted. Motion:
