1. Review and Approval of August 2007 Agenda

3. Discuss and review the language developed from the Product Approval Process to be possibly used to revoke an accreditor’s status.

 

The Chair asked the Education Administrator to explain to the audience how the POC arrived at this agenda item. The Education Administrator stated that their was an initial recommendation at the June POC meeting to identify a process to be used to revoke an approved accreditors status, based on some action of non-compliance. There was discussion about the possibilities and the suggestion was made by Rick Dixon to look at the language of the Product Approval Process as a possible model. The POC moved that the Education Administrator, working with the FBC General Counsel, draft language regarding the revocation of an accreditor’s status. The Education Administrator did draft language with modifications made by the General Counsel.

 

The language of the rule was discussed. Med Kopczynski (and others) asked if the language should cover the actual steps of an investigation. Jim Richmond stated that the investigatory language can be injected later on, that the next step would be to plan for a Rule Development workshop at the December Commission Meeting. The language was approved by the POC.

4. Discuss the disclaimer that is to be attached to courses not meeting the 50% rule, specifically relating to an implementation date.

 

The Chair asked if anyone had any issues with the current disclaimer language. Some said that the current language was too specific. Cam Fentriss suggested that it could be re-written to say:

            “This course may require updating to be in compliance with the current version of              the Florida Building Code or to meet administrative rule requirements, such as                      the % of code content requirement.”

 

The Education Administrator asked the Chair if the POC could decide as to when an implementation date for the use of this disclaimer would begin. The Chair stated that the General Counsel should be asked about a start date. The POC approved the new language.

5. Discuss the status of all current DCA courses, relating to their “for sale” or “to be given away free” capability. Are they viable, sellable courses after numerous code content modifications?

 

The Chair started the discussion by asking who determines who owns what course? Also, if a change is made to the course, who then owns it? There was much discussion. The training providers present thought that after they bought any DCA developed course, that they owned it, and could resell it if they wanted to.

 

The discussion also included aspects of agenda item #6, regarding the University of West Florida’s involvement in a contract where they are developing model technology to distribute courses through the use of Ipods and PDAs. The question regarding their involvement had to do with how they acquired the DCA courses they used under the contract, which was never answered. Ila Jones did state that DCA did not sell or give the courses to the University of West Florida.

 

The discussion turned to private provider property rights versus state ownership. The POC, after much discussion, decided that from now on the state (DCA) should give away, free of charge, all courses that they currently sell for $300 per course hour.

6. Discuss and/or respond to a summary of a final report for the “Building Codes Education and Outreach Council Administrator” contract and Executive Summary of UWF-B.A.S.F. Grant to be given by the Contract Administrator.

 

The Chair asked Cam Fentriss to talk briefly about both reports. Almost all of the discussion centered around the University of West Florida’s part of the contract, specifically related to the courses they used for the contract, and who now owns their model using some particular technology for course development. The Chair suggested that everyone should read the final report that was provided by Cam Fentriss, the Contract Administrator. No motion by the POC was required as a result of the discussion.

 

 

 

7. Review Pending “Accreditor” Applications for Recommendation to the Commission

(None pending)          

 

 

 

8.  Education Administrator Activity Report

 

The Education Administrator reported to the POC what activities he performed between June 28, 2007 and August 17, 2007. The following areas were reported on:

  • Phone calls handled
  • Emails handled
  • Correspondence written and sent
  • Meetings attended

No comments were made or offered about the reports contents.

 

 

 

 

 

9. Identify future POC member discussion items.

 

The Chair suggested that everyone should read the final report submitted by BASF. He further stated that he felt that the results of this report were interim steps towards a larger effort regarding enhancing training and education in the construction industry, to be addressed through a new RFP which is currently being responded to.

 

Commissioner Gonzalez stated that he reviewed a 50 minute course with 250 slides, which he felt were too many. As a provider of training, Joe Belcher said that he only uses

some of his slides, according to what makes sense to what audience. The Chair stated that he felt the perspective of the POC should be on slide accuracy, not how many slides are used in a presentation.

 

Commissioner Norkunas asked if the POC members had sufficient knowledge themselves, to accurately evaluate an Accessibility course. The Chair stated that they do not, and so they rely heavily on the accreditor and accreditation process.
