Discussion: Staff asked for approval to add “2010” to the course title, and the POC approved. Larry Schneider asked if the education rule required that the year 2010 be part of the titles of all advanced courses. He stated that he was not sure if it was required. The FBC General Counsel April Hammonds stated that it was required and cited the applicable rule reference, which is rule 61G20-6.002 (4) (h), Florida Administrative Code.

Discussion: Michael Clark, the Education Administrator, stated that the approval for this course was deferred at the April 2 ED POC meeting. Since the deferral, the provider did add a multiple choice exam with answers, did add both Florida specific subsections to the E-Occupancy slide (#18), and did add origination information regarding a Permit Form and Notice of Commencement. As a result, the provider fulfilled the requirements of the ED POC for this course to be approved.

Discussion: Michael Clark, the Education Administrator, stated that the approval for this course was deferred at the April 2 ED POC meeting. Since the deferral, the provider has removed language from the syllabus which stated that participants would complete “various exercises” to verify understanding of content. As a result, the provider fulfilled the requirements of the ED POC for this course to be approved.

Commissioner Hamrick recommended that approval for this course remain deferred because the syllabus stated that a workbook be given to participants, which was not included in the materials reviewed by the POC. The provider of this course, Mr. Joe Rebuck, stated that the workbook was to be only a print out copy of the PowerPoint slides, which was reviewed by the POC. Commissioner Hamrick changed his recommendation from deferral to approval.

Discussion: Michael Clark, the Education Administrator, stated that the word “Advanced” was not in the title, which came directly from the BCIS description of the course. However, “Advanced” was correctly included in the title of all of the course materials. He went on to say that the accreditor notified him by email and phone (within the course submission deadline period) that “advanced” was not in the title. Mr. Clark told the accreditor he would look into it to correct it before the deadline date, and subsequently did not follow through with the accreditor. In summary, it was the Education Administrator’s fault it was not corrected before the deadline date.  The POC approved the correction.

Course: 2010 ADA Standards for Accessibility With Updates: Advanced Building Code Course

Motion: Course conditionally approved based on the FBC accreditation process that only verifies the accuracy of the Florida Building Code related content and until slide # 35 is modified to depict all signs with correct information.

Discussion: Commissioner Hamrick stated that all of the depicted signs on slide 35, except for one, were incorrect because they did not have the fine listed on the signs. He also said he was unclear about how the course was going to be evaluated. Larry Schneider , the course accreditor, stated that the course evaluation was a standard 5 question evaluation form that is required by and used for all of the Board of Landscape Architecture courses. He also agreed with Commissioner Hamrick that the signs were incorrect, but that they were included as part of the instructional discussion as to what information should be included on these types of signs and to illustrate what is still allowed as installed before a certain date. Commissioner Hamrick stated that he felt the slide was unclear as to its instructional intent. Larry Schneider stated that he would work with the provider to modify the slide to depict all signs with only correct information.

Discussion: Commissioner Hamrick stated that he had a couple of comments about the course, which should not interfere with the course being approved. He stated that a drawn line on slide #172 did not connect clearly between words, and that he found a typographical error on slide # 175.

Motion: Course approval deferred based on the lack of inclusion of a quiz and answers.

Discussion: Michael Clark, the Education Administrator, stated that the approval for this course was deferred at the April 2 ED POC meeting. Since the deferral, the provider did change all of the 2007 code date references to 2010. However, as was stated as included in the syllabus, a quiz and answers were missing from the materials.

Education Administrator Activity Report

 

 

Discussion: Cam Fentriss stated that there were few public inquiries, all of which are listed in the report. She also stated that providers need to know that their FBC training provider status is tied to their provider status with one or more of the DBPR licensing boards. This means that if their DBPR status expires, then their FBC provider status expires in the BCIS.

She also reminded providers that FBC approved advanced courses remain valid until the effective date of a new Florida Building Code edition. She furthered explained what steps providers should take regarding their courses before the effective date of a new code.

Med Kopczynski stated that some providers are not clear regarding the conditions related to when a course expires. He also said that some providers think that a course expires only with a code change, not aware that it expires also if the rule or statute changes.

Cam also asked providers/accreditors that if they had any ideas about needed courses, to please contact her via email.

E. FBC Training Provider Expiration – There is no requirement to renew your status as an FBC training provider, but this status is tied to your approval (or expiration) as a provider for one or more of the DBPR licensing boards. If your DBPR licensing board provider status expires, then your FBC training provider status will also expire on BCIS. Please ensure that your provider status with any of the DBPR licensing boards does not expire, but if it does, please check your FBC training provider status.

 

F. FBC Advanced Course Expiration - FBC approved advanced courses remain valid until the effective date of a new Florida Building Code edition. Before the effective date of a new code edition, you will need to access each course on the BCIS system and take one of three affirmative steps:

- Revise the course (for which accreditation of the changes is required)

- Revise the course for ONE change (administrative approval, FBC ratification)

- Indicate the course has been reviewed and no change is necessary

 

A thorough review, including references to code editions and code sections, of each course is important to ensure that a course will be both current and correct.
