Meeting Summary and Overview
At the Thursday, August 22, 2013 meeting the TAC considered and decided on a recommendation to the Commission regarding the roof vent fastener corrosion issue brought forward by Palm Beach County. In addition, the TAC recommended a research project regarding corrosion of exterior building system fasteners.

The meeting was opened at 9:00 AM once a quorum was established, and the following nine TAC members participated:
Tim Tolbert (Chair), Bob Boyer, Remington Brown, Jimmy Buckner, Billy Cone, Chuck Goldsmith, Brian Swope, Karen Warseck, and Mark Zehnel.

3. Agenda Review and Approval
The TAC voted unanimously, 9 - 0 in favor, to approve the agenda for the August 22, 2013 meeting as posted/presented, switching the order of agenda item 5. Following are the key agenda items approved for consideration:

4. Review and Approval of the June 13, 2013 Minutes
Motion—The TAC voted unanimously, 9 - 0 in favor, to approve the June 13, 2013 minutes as presented.
There were no amendments offered.
5. Review and Discuss Issues Regarding Corrosion of Ridge Vent Fasteners
The TAC met June 13, 2013 to discuss issues brought forward by the Building Code Advisory Board of Palm Beach County. Relevant files detailing the discussion and relevant background files are linked to the Roofing TAC agenda. The TAC decided the issue warranted further discussion and to open the discussion to exterior building system fastener system including ridge vent and roofing system fasteners.
At the August 22, 2013 meeting Jeff Blair reviewed the goals for the meeting noting that the TAC should provide a recommendation to the Commission regarding next steps for the issue going forward. Mo Madani provided a detailed summary and analysis of relevant issues and answered members’ questions. Subsequently extensive public comment was received and then the TAC discussed the issue. In summary the discussion focused on the following key topics as potential areas of discussion and evaluation:
· Product Manufacturing/Design Issues
· Standards Issues
· Product Approval Issues
· Enforcement Issues
· Installation Issues
· Research/Assessment Needs
Following questions and answers, and an opportunity for public comment and TAC discussion, the TAC took the following action:
Motion—The TAC voted unanimously, 9 - 0 in favor, to recommend the Commission approve a project to work with an independent third party expert to evaluate the issue of corrosion of exterior building system fasteners in the form of a survey/assessment research project. The focus should be to clearly define the problem, analyze relevant issues and to develop recommendations for actions going forward.
The TAC agreed to conduct a TAC meeting in the near future to clearly scope the parameters of the proposed corrosion of fasteners issue. TAC members and members’ of the public should provide their recommendations to Mo Madani. Mo will compile the proposed scoping issues and recommendations and the TAC will conduct a teleconference meeting to scope the proposed research/assessment project.
6. Potential Research Projects Discussion
The TAC discussed a proposed roofing related research project proposed by Karen Warseck. Mo explained that the Structural TAC reviewed the issue and decided there is already an existing research project conducted by UF that addresses the issue. Karen explained her concept and the TAC then discussed and agreed it was an important issue already covered by existing research. Karen then decided to withdraw the proposed project from consideration based on the discussions
and Structural TAC recommendation.
7. Comments Regarding TAC Recommendations for Modifications to the 2013 Code Update
There were no additional comments submitted and no action was taken by the TAC.
TAC Recommendations for Commission Action
The TAC recommends the following actions to the Florida Building Commission:
1.) The Commission approve a project to work with an independent third party expert to evaluate the issue of corrosion of exterior building system fasteners in the form of a survey/assessment research project. The focus should be to clearly define the problem, analyze relevant issues and to develop recommendations for actions going forward.
Commissioner Tolbert invited members of the public to address the TAC on any issues under the Commission’s purview.
There were no additional public comments.
The TAC will meet in before the October Commission meeting to provide recommendations regarding the scoping of the proposed corrosion of fasteners research initiative.
Commissioner Tolbert, TAC Chair, thanked TAC members and the public for their attendance and participation, and adjourned the meeting at 10:53 AM on Thursday, August 22, 2013 following an unanimous vote of 9 – 0 in favor of adjournment.
