3. Report on the process being used and the status of outdated pending courses currently residing in the BCIS.

 

The Chair asked Cam Fentriss to report on the status of the outdated pending courses in the BCIS.  Cam stated that all providers (regarding the courses in question) have been contacted through their accreditors. She further stated that about half have responded. She explained that the primary reason these courses exist is because providers, for various reasons, basically abandoned these courses in the system. It seems that once a provider introduces a course within BCIS, the course can’t be deleted. In fact, courses will not be deleted right away, but instead will be archived.

 

Cam said that because of this inability to remove a course, a recommendation will be made to be able to remove a course within the BCIS, in the form of an enhancement. Also, parameters or conditions will have to be developed and posted to help providers know when a course is eligible to be removed from the active sections of the BCIS. Cam further stated that it would probably be a good idea that a note or label be attached to all courses, identifying them as either active or archived.

 

 

4. Discussion on possible enhancements to the BCIS/Education Module

 

Other than the enhancements that have been discussed in previous meetings, Cam asked that anyone with ideas about future enhancements to please contact her either by email or phone.

Not all have yet responded (have responses on a little more than half the courses), but of those who have, most of the courses can be removed with explanations as follows:

12 created in error, abandoned, or replaced and could not find a way to delete from system

1 wants information on what to do to complete application process (from May 2006)

4 accreditor unable to review (provider appears to have resubmitted course)

3 responses to be addressed

(2 provider e-mail addresses are not current)

In process of preparing a list of courses to be archived (deleted). Recommendation to add an option to delete a course application from the system as part of next BCIS enhancements.

F. Offered free sets of 2007 Florida Building Code to accreditors. Have orders for 5 or 6 sets. There should be more available, BUT the Department cannot pay for shipping. Anyone interested, please contact Cam Fentriss.

G. Coordinated proximity and assisted in ensuring attendance for state agency booths at 2009 Southeast Builders Conference (SEBC). Attendees included: Division of Emergency Management, Department of Health (radon, septic tanks, public pools, lead paint, mold, Chinese drywall, wells, mobile home park inspection), Disaster Contractors Network, and Department of Business and Professional Regulation. The Department of Community Affairs could not attend, but BASF offered assistance for any questions.

 

The Chair asked if there was a decrease in license applications at DBPR because of the downturn in the economy.

 

Jane Waddel said that there has been a decrease in exam takers as compared to previous years. She further stated that some contractors are diversifying by obtaining licenses that they normally might not go after because they didn’t have the time (E.g., General Contractor obtaining an Electrical Contractor license). She also said that fewer individuals from other or neighboring states are obtaining Florida licenses.

10. General public comment

 

Jim Richmond stated that DCA published a Notice of Change (with no hearing) in the Florida Administrative Weekly, as a response to JAPC requesting some minor technical changes to the language of 9B-70.002.

 

Med Kopczynski stated that many current providers are using more sophisticated technology when developing and presenting training course materials. He further said that accreditors, like himself, checks/reviews all materials for code accuracy. His question to the POC is, to what level of detail do POC members want regarding the course materials they review, for ultimate approval/disapproval. For example, for an internet course, do they want to see the actual presentation, or the accompanying explanatory information about the presenting materials? Also, if the POC wants to review all of the materials, then will the course in question be considered not only reviewed for approval/disapproval---but also audited.

 

Jim Richmond stated that this issue should be discussed as an agenda item at the October POC meeting.

 

Chair Browdy stated that besides the question of the level of detail to review by the POC, another question to consider might be, “how thorough a review is required by the POC.” The Chair suggested that Jim Richmond research these questions and give the POC some guidance regarding the overall requirements of a POC review of course materials.

 

Chair Browdy announced that he will not be able to attend the FBC Plenary session next week and asked Commissioner Jon Hamrick to handle the reporting of the August POC minutes to the full commission.  Commissioner Hamrick agreed to do so.
