Objectives:

Ø Objective 1 To Approve the Agenda and Minutes of the 5/14/2012 meeting

Ø Objective 2 To review and make recommendations on DEC statement request DS2012-039 by Rob Vieira of the Florida Solar Energy Center.  

Ø Objective 3 To review and make recommendations on DEC statement request DS2012-042 by Rick’s A/C, Inc.

Ø Objective 4 To review the UA Alternate calculation included in EnergyGauge USA 3.0.

Ø Objective 5 To review and provide comments to the workshop regarding proposed changes as per Rule 61G20.1.001.

Ø Objective 6 To review and make a recommendation to the Commission on certification of Florida’s energy code for commercial buildings to the US Department of Energy

 

 

Meeting Minutes

Objective

Discussion of objectives included the following: 

1)

 

1:00 P.M. Welcome and Opening, Roll Call

 A quorum was present. Jeff Blair, facilitator, provided a brief overview of teleconferencing etiquette to alleviate some of the phone issues experienced in the past.

Motion and second to approve minutes from meeting of May 14, 2012 with no changes; unanimous approval vote. Mo Madani recommended Agenda change to address Objective 6 before Objective 5 in the interest of time. The change recommendation was approved unanimously.

2)

DEC statement request DS2012-039

Florida Solar Energy Center (FSEC) indicates in DS2012-039 that upon implementing the UA Alternative method into the EnergyGauge USA v 3 0 code compliance software, an inconsistency in the mass wall equivalent U-factors given in FBC 2010 – EC Table 402.1.1.3 was found with respect to the minimum Component R-Values prescribed by Table 402.1.1. FSEC seeks remediation to the inconsistencies found so that the UA Alternative method becomes equivalent to the performance-based method as indicated in FBC 2010 – EC Section 405.

Staff Analysis

Mo Madani presented the Staff Analysis submitted for DEC DS2012-039, and indicated that the Staff recommendation for Questions 1a-1c is that the issues not be addressed using the declaratory process, but be deferred to the code change process to allow for further evaluation of the issues raised.

TAC Discussion

Dale Greiner indicated that he agrees with the Staff recommendation of deferring this issue and moved for approval of the Staff recommendation.

TAC Action

The TAC voted unanimously (9-0) in favor of accepting Staff recommendations for DS2012-039 as follows:

Question1:

To the question (part a), Are the Equivalent U-Factors given in Table 402.1.1.3 of the FBC-EC for mass walls correct? Answer to this question using the declaratory statement process is not possible. Further evaluation and determination of this concern should be deferred for consideration during the code change process. 

 

To the question (part b), If the answer is YES, then what is the basis of this determination, considering that the U-Factor of a mass wall component is technically deemed to represent the thermal transmittance of the entire mass wall composite, including all materials and the internal and external air film transmittances of the component? the answer is NA.

 

To the question (part c), If the answer is NO, then how will Table 402.1.1.3 of the FBC-EC be modified to correct the Equivalent U-Factors for mass walls? For answer to this question see answer to Question (part a).

DEC statement request DS2012-042

DEC DS2012-042 relates to clarifications of FBC 2010 – EC Section 101.4.7.1.2 regarding acceptance of sizing calculations by building officials and related permit fees.

Staff Analysis

Mo Madani indicated that the Petition was not sufficient to meet the criteria of a DEC Statement. A specific question and supporting information will be required from the Petitioner for the DEC Statement to be considered. The Staff recommendation is to defer consideration of this Petition until it is resubmitted with required changes.

TAC Discussion

Dale Greiner indicated that he agrees with the Staff recommendation of deferring DEC DS2012-042 and moved for approval of the Staff recommendation.

TAC Action

The TAC voted unanimously (9-0) in favor of accepting Staff recommendation for deferring DS2012-042 pending resubmittal of additional information by the Petitioner.

Review of the UA Alternate calculation included in EnergyGauge USA 3.0

Staff Analysis

Mo Madani indicated that staff had reviewed the calculation tool in question and it was determined to be acceptable with exception to certain inconsistencies in Table 402B of the Total UA Report that should be corrected to match the prescriptive criteria of UA compliance method. There were public comments both for and against modification of Table 402B.

TAC Discussion

Dale Greiner indicated that he believes that Staff should further review the issue and moved for Staff to provide specific corrections to remedy the situation.

TAC Action

The TAC voted unanimously (9-0) in favor of approving the program under condition that Staff work with FSEC to make any necessary corrections to ensure consistency with the Code.

5)

Review and provide comments to the workshop regarding proposed changes as per Rule 61G20.1.001

6)

Review and make a recommendation to the Commission on certification of Florida’s energy code for commercial buildings to the US Department of Energy

Staff Analysis

Mo Madani indicated that the 2010 FBC – EC must meet or exceed ASHRAE 90.1-2004 to comply with the US Department of Energy, Title III Energy Conservation and Production Act requirements. Staff has concluded that 2010 FBC – EC  equals the requirements set forth in ASHRAE 90.1-2007, and has produced a template letter to the US Department of Energy indicating compliance with the Title III Energy Conservation and Production Act requirements. (Template letter was included as an attachment to the 5/24/12 Energy TAC Meeting Agenda).

TAC Action

The TAC voted unanimously (9-0) in favor of accepting the Template letter as submitted.

7)

Joesph D. Belcher Proposed Modification to the Florida Building Code

This proposal has not been reviewed by the TAC and will be sent directly to the FBC for action.

Action(s) Needed by the Commission

 

The TAC recommend that the Commission approve the “attached letter” for the determination and certification to DOE that the 2010 Florida’s energy code for commercial buildings to be equal or more stringent than ASHRAE 90.1-2007.
