TAC Objectives

Objective – To consider, discuss and provide recommendations for consideration by the Commission on requests for Declaratory Statement.

Welcome and Opening Remarks. Meeting began at 10:12am once quorum was established.  Chairman Carlson was excused prior to meeting for a medical emergency.

Roll Call:  Roll was taken and a quorum was present.

Review and Approval of today’s Meeting Agenda:  Motion was entered by Bob Boyer to accept the altered Agenda with the removal of  item 5 due to withdrawal of request for declaratory statement – DS2015-112 by David Galassi of Marion County Building Safety Department, was seconded by John O’Connor.  Unanimous vote of approval.

Review and Approval of Meeting Minutes of October 5, 2015

Motion by Bob Boyer, seconded by John O’Connor, to accept the previous minutes of October 5, 2015 as posted.  Unanimous vote of approval.

Staff analysis

To consider and discuss the following Declaratory Statement request:

DS2015-134 by Joseph Hetzel of Door & Access Systems Manufacturers Association International (DASMA)      

Mr. Joe Hetzel provided a brief overview of his request for declaratory statement regarding air leakage requirements related to high speed doors.  Mr. Mo Madani provided the staff analysis stating:

 

Question 1) Can the maximum air leakage rate requirement for high speed doors as shown in Table C402.5.2 of the 2015 IECC be used for the high speed door to be installed in the facility in question, to meet the intent of the Florida Energy Code Fifth Edition based on technical justification?  Our understanding is that the answer is Yes, provided that the authority having jurisdiction approves the use of the Table per the "alternate method" allowance in the Code

 

Answer/Staff: The answer is yes, provided that the authority having jurisdiction approves the use of Table C402.5.2 of the 2015 IECC for the high speed door in question in accordance with Section C102, Alternate Material –Method of Construction, Design or instillation System, of the 5th Edition (2014) FBC, Energy Conservation.

 

Question 2) Is the Florida Energy Code Fifth Edition Section C102, "Alternate Materials - Methods of Construction, Design or Insulating Systems", applicable toward use of the Table described in Question #1?  Our understanding is the answer is Yes, provided that the authority having jurisdiction finds the Table referenced in Question #1 to be itself applicable to the door in question.

 

Answer: Please see answer to question 1.

 

Motion was provided by Dick Browdy and seconded by Bob Boyer to accept the staff analysis as presented.  Unanimous vote of approval.
