Meeting Minutes

Objective

Discussion of objectives included the following:

1)

9:02 AM. Welcome and Opening, Roll Call.  A quorum was present.

Norman Bellamy, facilitator for the Florida Building Commission, provided a welcome and a brief introduction of the members present.

2)

The agenda was approved unanimously by the committee members. An error was noticed for the record concerning meeting minutes for the August 08, 2014 Energy TAC. TAC Member Jan Geyselaers was listed as not present but was present at that meeting. The meeting minutes were accepted with that correction.

3)

Objective:  Energy TAC was present to consider and accept the Interim Report on “Developing Exhaust Air Energy Recovery Credits for the Florida Energy Code.”

  • Bereket Nigusse and Muthusamy Swami were present from the Florida Solar Energy Center. Bereket Nigusse gave the presentation on the Report.

§ After the presentation there were some questions and discussion concerning the projects and the report. The following is a summary of the discussions.

§ There was some discussion on if any experimental test data was done.  There was no experimental data done to compare the results of this research project to, the data is primarily being compared to simulated published data.

§ A question was asked concerning how an inspector is to determine the pressure adjustment and if it’s adjusted correctly.  The presenters stated that this calculation is mostly handled by the compliance software.

§ There was also discussion on how to verify that the ERV is installed correctly. The presenters stated that the calculations are handled per the code and that there is no effort to determine how to verify it currently.  There was a suggestion that this information could be shown in the test and balance report.

§ Another question was raised.  This was concerning whether to take into account data from literature concerning ERV savings and if it deteriorates over time, and if there is an increase in maintenance costs. The presenters stated that this study is however only dealing with new buildings and so it is not part of the research.

§ There was a question raised regarding the reference buildings and what is type of exhaust is being measured. Total building exhausts or specific areas. The presenters explained that the reference buildings are peer-reviewed models from a DOE database.  The ERV may not cover the conditioned area of the entire building but most relevant areas.

  • The Interim Report was motioned to be accepted by Bob Cochell and seconded by Oscar Calleja.
