  • To consider and discuss DS 2014-129 by David Kramer, Building Code Administrator, of University of Florida and provide recommendations for consideration by the Commission.
  • Review enhancements to the online waiver application for Accessibility.

A.)

Welcome and Opening

 

B.)

Agenda Reviewed and Approved. Bemmie Eustace made a motion to approve the Agenda and Frederick Schilling made a second with unanimous approval by the TAC.

 

C.)

Approved minutes from December 2, 2014 meeting with corrections as amended by Larry Schneider. Larry Schneider made a motion to approve minutes with amendment and Bemmie Eustace made a second with unanimous approval by the TAC.

 

D.)

Considered and discussed the following Declaratory Statement: DS 2014-129 by David Kramer, Building Code Administrator, of University of Florida and provided recommendations for consideration by the Commission.

Question 1:Would a shower curtain rod with the height of 74inches (AFF) be considered a head obstruction under the 80 inch vertical clearance specification in Section 307.4 of the 2010 Florida Building Code, Accessibility for a person who is visually impaired?

Answer: No. As depicted in the attached drawing, in a 36”x36” transfer shower a curtain rod is not considered a protruding object.

 

Larry Schneider made a motion to modify the staff answer as presented, seconded by Bemmie Eustace with a vote of 9 for and one vote against by Frederick Schilling approved the answer no by the TAC.

 

Question 2: Would a toilet room, restroom be considered within the definition of Circulation Path under the “not limited” to part of the definition?

Answer: Yes.  As per the definition of the term “Circulation Path” (See 106.5 Definition) the toilet room in question is part of the interior path of travel.

Brad Schiffer made a motion to accept the staff analysis as presented for question 2, seconded by Beth Meyer with unanimous approval by the TAC.

 

 

 

E.)

Reviewed enhancements to the online waiver application for Accessibility. Larry Schneider made the comment to add a link to the dates to the TAC meetings. The TAC approved the on-line form without the need for more changes. Larry Schneider made a motion to authorize with rule adoption and Bemmie Eustace made a second with unanimous approval by the TAC.

 

F.)

General Public Comment Larry Schneider made a comment that we need to let people know what changed from the old Accessibility Code and what is new.

 

G.)

Identify Other Business. Chair  Jeffery Gross discussed the UF research project and directed the TAC to send any comments they have to staff by March 15th.
